Bright red blood coming from the anus when wiping?

My friend was complaining of bright red blood coming from her anus when wiping but she is not complaining of any other weirdness and her stool is not black or even dark brown. Is this serious or just a freak incident. As far as i know this only happened once and was about a teaspoon to tablespoon of blood.
