Core 2 Duo weirdness TURBO BOOST?

My Core 2 Duo T8100 runs at 2190 MHz — as stated in wikipedia, my system info, and Intel's official website. But when doing Prime 95 with real temp monitoring temperature, the CPU actually runs at 2300 MHz. What is causing this? I thought Core 2 Duo doesn't have turbo boost.
