Is this considered some kind of child abuse or is it perfectly legal?

No matter how disgusting it is, being a racist is not illegal, neither is teaching children to be racist, as long as they dont do anything violent. Its legal, not child abuse, unfortunately theres nothing you can do but try to teach her otherwise, correct her when she says racist things and explain tolerance to her.
